WOW! Jakarta Harus Kucurkan Rp 67,6 Triliun alias 96,5 persen APBD untuk Program DP 0 Persen

Gentanusa.com ~ Calon Gubernur DKI Jakarta nomor urut tiga Anies Baswedan kembali memaparkan program uang muka atau down payment (DP) 0 persen atau 0 rupiah.

Dalam debat di salah televisi swasta, Senin (27/3/2017) malam, Anies menegaskan program tersebut tidak membuat Pemerintah Provinsi DKI Jakarta membayar seluruh pembelian rumah oleh masyarakat, melainkan hanya DP-nya saja.

"Kalau harga rumah Rp 350 juta maka masyarakat DKI Jakarta harus bayar DP Rp 52 juta dan itu yang mau kami hilangkan, kami ringankan," kata Anies.

Sampai saat ini, beberapa pihak baik pemerintah maupun swasta masih menganggap gagasan tersebut kontroversial.

Mantan Direktur Jenderal Pembiayaan Perumahan Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) yang kini menjabat sebagai Komisaris Utama BTN Maurin Sitorus menyatakan hal itu hampir tidak mungkin dilaksanakan.

Menurut Maurin, uang muka itu merupakan hal yang diperlukan dalam urusan pembiayaan atau pembelian rumah.

Uang muka diperlukan sebagai kepemilikan dan tanggung jawab debitur atas kredit pemilikan rumah (KPR).

Semakin tinggi uang muka, maka semakin kecil KPR tersebut bermasalah atau macet.
"Uang muka 0, kemungkinan KPR bermasalah akan tinggi dan tentu hal tersebut tidak baik bagi bank pemberi KPR dan juga terhadap perekonomian nasional," imbuh Maurin.

Sedangkan Direktur PT Metropolitan Land Tbk Wahyu Sulistio menilai, program tersebut bisa saja dilaksanakan apabila Pemerintah Provinsi (Pemprov) DKI Jakarta memberikan bantuan (subsidi) sangat besar.

"Mungkin saja kalau pemprov mau menalangi ke developer tapi sekarang permasalahannya untuk di Jakarta ini sudah tidak memungkinkan bangun landed house lagi," jelasnya.

Berkaitan dengan hal tersebut, KompasProperti  menghitung kebutuhan dana yang mesti dialokasikan Pemprov DKI Jakarta untuk perumahan dengan program DP 0 persen tersebut.

Saat ini, berdasarkan data Pusat Pengelolaan Dana Pembiayaan Perumahan (PPDPP) Kementerian PUPR, backlog atau kekurangan rumah di Jakarta mencapai 1,3 juta unit (rumah tangga).

Itu artinya, jika dipukul rata DP rumah adalah Rp 52 juta seperti disebut Anies, maka alokasi APBD yang harus digelontorkan Pemprov DKI Jakarta senilai Rp 67,6 triliun.

Sebagai informasi, APBD Pemprov DKI Jakarta pada 2017 yang telah disahkan mencapai Rp 70,191 triliun. Ini artinya nyaris 96,5 persen APBD DKI Jakarta terserap untuk DP Rumah.
